2010 By-Laws

 

Article I Name and Purpose

Section I Name

This chapter shall be named NASA/Langley Bass Masters (TBF). (TBF stands for "The Bass Federation-Inc.", the national organization with which this club, Region 8, and the Virginia Bass Federation (VBF) are affiliated. TBF is used to differentiate this organization from the purely social part of the NASA/Langley Bass Masters fishing club in written and spoken communications.) Also known as NLB-TBF for purposes of brevity.

Section II Purpose

To stimulate public awareness of bass fishing as a major sport.

To offer our state conservation department our organized moral and political support and encouragement.

To promote full adherence to all conservation codes and to demand adequate water standards.

To detect and report any polluter and call public and political attention to his crime.

To improve our skills as bass anglers though a fellowship of friendly exchange of knowledgeable bass catching techniques and ideas.

To promote youth fishing and love for this great recreation.

Article II Membership

Section I Number of Members

This Chapter shall have a minimum of six (6) members. Membership in the NASA/Langley Bass Masters "social" club is not required and optional. However, it is strongly recommended that members in NLB-TBF also be members of NASA/Langley Bass Masters (NLB) and fish the regular club draw tournaments. Year end NLB tournament weights will be used for determination of the next year’s NLB-TBF participants in the VBF Mr. Bass and Six Man Team Tournaments. Non-NLB members will still be considered as alternates for the two above tournaments, if NLB members cannot participate. Membership in FLW is also required to become a member of TBF and compete in VBF and Region 8-organized tournaments.

 

Section II Requirements for Membership

To be a chapter member, a person shall:

A)  Be 16 years old

B)  Be a member of The Bass Federation (TBF) or agree to become a member within 60 days of acceptance into the chapter.

C)  Be nominated by a chapter member at a regular meeting. Another Chapter member shall second the nomination.

D)   Shall have read, understand and agree to abide by all chapter rules and bylaws.

Section III Membership Dues

$70.00 membership dues shall be collected annually and consist of:

     $15.00-The Bass Federation (TBF Inc.) dues (Paid to President or his representative NLT 15 Nov)

     $20.00-Virginia State Bass Chapter Federation dues (Paid to President or his representative NLT 15 Nov)

     $35.00  FLW annual dues (Paid to President or his representative NLT 15 Nov) Effective 1 Dec 2009, All membership    dues (Va. Bass, TBF, and FLW) will be paid through TBF Inc. as a single check or money order along with a copy of the invoice generated by the TBF on-line roster management system NLT 1 Dec. TBF will distribute dues and current rosters to VA. Bass Chapter Federation and FLW. All membership dues and roster updates will be inputted utilizing the TBF on-line roster management system.

Article III Officers, Elections, Vacancies, and Eligibility

Section I Officers And Their Duties

The officers of the chapter shall consist of:

A)   President- Preside over all meeting and direct all official business. Appoint and direct all committee functions. Supervise all chapter functions.

B)  Vice President- Act as program chairman, assist the President in his duties and preside in his absence.

C)  Treasurer- Maintain accurate financial records, dues, credits, and debits. Report on club finances at each meeting.

D)   Tournament Director-The NASA-Langley Bass Masters tournament director(s) will fulfill this duty for NLB-TBF.

Section II Elections

The election of officers shall be held annually at the regular meeting during the month of December. Election shall be by simple majority of the members present. Election for each officer shall be held separately in order listed in Article III, Section I.

Section III Eligibility Of Vote

Each member is entitled to one vote. Proxy votes are permitted, provided there is a valid reason for absence.

Section IV Term Of Office

The term of office is for one year, which shall begin on January 1, and end on December 31 or when his successor assumes office.

 

Section V Vacancies

In the event of an office becoming vacant, nominations shall be asked for and an election will be held to fill the un-expired term of the individual’s vacant office.

Article IV Method Of Amending The Constitution, Bylaw Rules And Regulations

Section I Constitution Amendment

The constitution, bylaws and regulations may be amended at the pre-season scheduled Rules Meeting, where 2/3rds of the paid memberships is present and simple majority rules. In the event 2/3rds of the membership is not present, the President may declare a quorum present .

 

Section II Removal Of Membership

A Member shall be dropped from the membership rolls for the following;

A)   Failure to pay dues

B)  Any action which may reflect disgrace on the chapter

C)  Giving, receiving, or trading any portion of his catch to any angler for the purpose of weighing in

 

Article V Affiliation

Section I

NASA/Langley Bass Masters (TBF) shall maintain 100% membership in TBF and The Virginia State Bass Federation at all times and will submit an updated roster every 6 months reflecting the names, addresses, membership numbers, and expiration dates of all chapter members.

Club Rules and Regulations

1)  Any member who leaves the club in good standing will be reinstated to the club roll upon the existence of first available opening following Article II requirements. (If not in bad standing with another club)

2)   Yearly standing for Mr. Bass and Six Man team participation will be determined by total weight of the "Best 5" tournaments, as determined through NLB standings of the individual anglers.

3)   The club will send the #1 man to the Mr. Bass Tournament each year. The #2 man will be his partner. Alternates will be selected from other NLB-TBF members, based on individual weight standings from NLB tournaments. Non-NLB members will be considered as alternates, if NLB members cannot participate in the tournament.

4)   The club will send the top six (6) members to the State Federation Six Man Team Tournament, using their NLB individual tournament weights as the primary selection criterion. The top three members normally will be considered boaters, next three as non boaters. The #1 man will be the captain of the team, or as selected by team vote. Priority for selection in Mr. Bass and Six Man Team events will be given to those NLB-TBF members who have participated in NLB tournaments and contributed to the club treasury through the funding vehicle shown in 6) below. Other members will be alternates, when one of top six anglers cannot participate.

5) Entry fees for these two tournaments will be supplemented through an additional fee of $10.00 for each NLB-TBF member participating in NLB tournaments. Fifty percent (50%, $5) of the fee will be paid back (one place) to the NLB-TBF member with the heaviest weight in the tournament. Fifty percent ($5) will be deposited into the club funds for funding members’ participation in future Mr. Bass and Six Man team events. Available funds at tournament registration times will be divided equally (1/8 of available funds provided for each participant in the tournaments) for tournament registration fees. Each participating individual will be responsible for his/her additional expenses above those provided by NLB-TBF.

6) Selection for participation in the annual VA Bass Federation Twenty Man Tournament will be through individuals’ standings in Region 8 tournaments.

7) Disposition/use of available club funds above those needed to support Mr. BASS and Six Man Team registration will be determined by a simple majority vote of club members, either at a scheduled NLB-TBF meeting or via e-mail/telephone. Potential uses include club logo’d clothing/hats, funding of additional individual expenses incurred for Mr. BASS and Six Man Team tournaments, and other items.

8) If no individual tournament weights for NLB-TBF are recorded through NLB tournaments, this will not disqualify individuals for participation in Mr. BASS and Six Man Team tournaments, but they will be considered as alternates for these two tournaments. Priority for participation will be given to those members who have fished NLB tournaments.

 

 

Tournament Rules

NLB tournament rules are in effect for NLB-sponsored tournaments. Region 8 Virginia Bass Federation tournament rules are in effect for Region 8 tournaments. See the pertinent websites for current rules.
